On March 15, 2026, a meeting was held at the Samarkand State University of Architecture and Civil Engineering with the participation of rectors of higher educational organizations of the republic. During the event, the draft Decree of the President of the Republic of Uzbekistan “On measures to radically transform the system of higher education, science and innovation” was discussed.

The meeting was attended by Deputy Head of the Administration of the President of the Republic of Uzbekistan Ilkhom Sirozhev and Minister of Higher Education, Science and Innovation Kungirotboy Sharipov. They especially noted the strategic importance of the draft decree, its role in the radical renewal of the system of higher education, science and innovation, as well as the significance of the document in bringing the reforms carried out in the industry to a new stage. It was also emphasized that this document identified priority tasks aimed at increasing the efficiency of higher education institutions, supporting research activities and the widespread introduction of innovative approaches.

At the meeting, the director of the National Agency for Quality Assurance of Education, Bakhtiyor Yuldashev, as well as First Deputy Minister Sardor Radjabov, presented a detailed presentation on the main directions of the draft decree, mechanisms for its implementation and expected results. The presentation paid special attention to the issues of improving university management, developing a system for assessing the quality of education based on international standards, as well as ensuring close integration of science, innovation and production.

Discussions were held in a constructive manner. The rectors expressed a number of proposals and opinions on the implementation of the reforms envisaged by the draft decree, increasing the efficiency of higher education institutions, strengthening scientific potential and strengthening the international competitiveness of universities. It was noted that the proposals made would serve to further improve the draft decree and increase its practical effectiveness.
